Startup is about great demand.

Otherwise, not a single venture will invest if you bathe in a puddle, and not in the ocean. Startup is about growth drivers. The metric due to which you can see growth. And these are not always users. Startup is about the economy of one sale. Only after considering the unit economic, the investor will want to invest, because why scaling losses? Startup is about venture investments.

Otherwise, you have a small business. Or you do not want to scale, which is also strange if you are called a startup. Or you have enough, which is the same as the first and second.
