A very large number of young people see themselves in the future as an official or employee of state corporations for one reason - they count on high and stable earnings. But this is a very dangerous trend. After all, these young people initially want to book a warm place for themselves, which will allow them to be a comfortable existence, regardless of the results of their labor.

And the country is much better when as many young people as possible see themselves as creators of new businesses. Moreover, intellectual, not tied to the pipe. Only then will we have high -quality jobs and the economy will depend less on the price of oil. The problem is different. What do we ourselves want from the state? Our people want the authorities to make them beautifully, provide jobs and solve all their problems.

But for this they usually do not want to do something. As the philosopher Nikolai Berdyaev said, the state is necessary not in order to turn earthly life into paradise, but in order to prevent it from turning into hell. Will this be an incentive for development? On the other hand, if they really begin to be reduced, then you need to recall another phrase: "Tsarev decree is not terrible - the interpretation of the Senate is terrible." I am afraid of the mechanical execution of the presidential decree.

For example, the lion's share of officials is in the field: these are regional civil servants and federal officials in the constituent entities of the Federation. We must see what functions they perform. And reduce the least effective. But at the same time, there are departments where civil servants, on the contrary, are sewn up. There, perhaps, additional jobs must be created.

How much do we lose due to "lousy sheep" in the ranks of civil servants? We halve corruption, the construction of roads, houses and other infrastructure would have gone much less money. So, it would be possible to build more. And prices in the country would grow much slower. How to defeat corruption? Corruption has significantly reduced in many countries. We need to adopt their successful experience.

Personally, the experience of Singapore is closer to me. When the head of the country Lee Kuan Yu came to power, the level of corruption there was almost worse than ours now. This is necessary in order to minimize the possibility of roofing individual bribe takers by large officials. It is interesting that this body was not only punitive, but also tracked the transactions where corruption could be.

And if the official was honest, he was encouraged. It worked! The problem of corruption cannot be solved by one whip. Need a gingerbread, and not necessarily material. If you give a second -rate athlete 5 times more money, he still will not be the world champion in running. The most important thing is that you need to strengthen the educational component. After all, if a person from a kindergarten sees how parents give money to various cunning uncles and aunts, then he is already morally ready to become a member of the corruption market, he does not consider it abnormal.

Therefore, it is necessary to educate the rejection of corruption. But I’m sure that almost everyone will answer this: I have a small corruption, and at the top there are multimillion -dollar kickbacks. It is important that people who are already vaccinated with anti -corruption immunity are already being promoted. After all, if you look at the Russian classics, then this is our tradition: “You won’t be without you - you won’t go”, “to please the native man”, “the severity of our laws is compensated by the optionality of their implementation.” Always in Rus' they gave on a paw.

To overcome the infection, at least one or two generation will be required. And we must not only talk about how they caught the next bribe taker, but also replicate the positive experience. For example, in Canada, whole matrices of professional competencies of civil servants have been developed. And the higher a person rises along the service hierarchy, the more he should have various knowledge, skills.

Firstly, he must know the laws. And then some State Duma deputies may not pass the test to knowledge of the Constitution. Secondly, there must be a certain share of creativity and state mentality. After all, what does the top manager do in business if his corporation goes to the bottom? He dismisses his staff. And the official cannot “dismiss” his people. He needs to come up with less painful solutions.

And, of course, if a person is an absolute individualist in character warehouse, then it will be difficult for him to think about a large number of people.In addition, there should be a success story behind a person. In fact, all ways to combat corruption and increase the efficiency of the state apparates are known. The main thing is that they work for us. Then the necessary acquaintances will not be enough to make a career in a civil service or business.
