The head of the culture department of the Belgorod region, Sergei Kurgan, told us not only how he connected his life with this industry, but also about many other things: what tasks are facing the regional sphere of culture, why each area needs a festival and who can be considered a truly cultural person. And, in my opinion, the arrival in the sphere of culture was predetermined in childhood, when I entered the piano music school in the class of piano. After the Muzuchilisch, he entered the Belgorod State Pedagogical Institute now BelSU at the faculty of Russian language and literature. He was a Lenin scholarshipist received 90 rubles a month and in the evenings worked part -time as a teacher at a music school.

Having received a diploma, he taught at the faculty of foreign citizens, a year and a half of the army. It was the army that taught me to take a blow in the literal and figurative sense. In the year, working in the City Culture Directorate, he defended his thesis dedicated to the value foundations of the modern cultural process. Now I teach cultural studies and world art culture at the Belgorod State Institute of Arts and Culture of BGIK.

I have special feelings for this university: for six years, from a year, he was his rector, defended his doctor, became a professor. And in the year he headed the Office of the culture of the region. In my case, a vocation prevailed more. On the one hand, the organizational path is the deputy secretary of the Komsomol committee at the Music School, the Secretary of the Faculty of the Komsomol Committee at the Pedagogical Institute.

On the other hand, the musical line of life has always been with me. And then everything was logically bombarded. I am satisfied with this combination. Two sides - you supervise the sphere, which, it would seem, can hardly succumb to administration. How do an official and cultural figure get along in you?

Of course, the creative aspect is present: when approving the concert program of the creative team, I, along with all members of the expert council, discuss its numbers, performances, scenes. I express my opinion, but I can’t insist, I have no right. And before, the musicians did not have the right to deviate from these proportions, such was a prescription. Today, managing a cultural process means anticipating its dynamics, planning, being a coordinator.

On the other hand, management in the field of culture is the creation of favorable conditions for the creative process. First of all, this is the material and technical condition of cultural institutions, staff staffing, and financial discipline. And here a firm hand is already needed, and sometimes I am not shy about being both tough and authoritarian.

Here are two aspects of the cultural process. Creative - the activities of artists, the use of their talent, education, experience. And administrative - the creation of favorable conditions for their work. They do not contradict each other and get along well in me. True, there is another point - the social responsibility of the artist. And the freedom of creativity has its boundaries.

This is especially important when it comes to public space. And for the state it is important what and how is happening here. It is fundamentally that the authorities in culture should not only fulfill the regulatory functions of others and more democratic than in Soviet times, but also finance the creative process, to help it financially and methodically.

And how should regional culture affect a person? Blind adherence to stamps leads to the loss of their national person: a genetic connection with history, ancestors is lost, and the continuity of culture is suppressed. Each region has its own characteristics, its cultural code, its own zest. Now the management is working to ensure that each area can catch and express its cultural identity.

We began to engage in this matter three years ago. And as a result, a cultural calendar appeared, in which more than a hundred unique events were included. For example, the festival "I am a Russian peasant" in the Volokonovsky district. Gravovoron is traditionally glorious by its round dances, and we remember the mass round dance that fell into the Guinness Book of Records.

You can note the development and embodiment of festivals of brooms and strawberries in the Valuysky district.Our task is to convey to the future generations an original cultural code of the nation. Two years ago, an initiative was born, which can be indicated by the term “culture online”. Monthly, on weekends, the department organizes a creative landing in one of the areas, immediately for 15-20 cultural seizures - these are district and rural recreation centers, assembly halls of institutions and educational institutions.

By the way, in our field of order of cultural institutions. Thanks to the initiative of the governor, today they are almost completely renovated. All the creative forces of our Philharmonic, theaters - dramatic and dolls are sent to such a landing, I will especially celebrate the participation of the Bigik team with its creative and colorful program. Regional branches of the Writers and the Union of Artists of Russia are connected.

It is interesting that the canvases of our fellow countrymen - usually 30-40 paintings - are in the local exposition for a month and then move to another area. Within the framework of the program "Culture Online" we opened a virtual concert hall. Now in eight areas there may be a direct broadcast from the Tchaikovsky concert hall. The project “Theater Province” with the participation of the capital's theaters “Lenkom”, the Moscow Art Theater named after Chekhov, “Contemporary” and others, where there are a demonstration of living performances, is of great interest.

Another initiative is the record on the disks of the creative groups of the Belgorod Philharmonic. Why are we strong and unique? It is difficult to name other regions, where else the folk culture in the hinterland is preserved. Well, every sixth cultural institution in the region is a modeling cultural center. This is our know-how. The modeling house of culture is an advanced standard with the entire arsenal of modern cultural means.

These are information services, a number of creative groups and specialists in different areas, an expanded staff. Now we have model recreation centers. Another direction is the formation of the cultural brands of our regions, when the distinctive creative groups with their folk, ancient repertoire become part of the cultural image of a particular territory. In our area, they are already open in Valuyki and Shebekino.

By forms of work, equipment, methodological support, they are focused on youth. Our main task is to find the most optimal forms and methods of the cultural process that would be interesting for young people. Otherwise, after 10-15 years, all palaces of culture will stand empty. Of course, we cannot allow this. Live in a dialogue - can you agree with the common opinion that today the cultural sphere is in decline?

If so, where is it more manifested and what to do with it? We must look for new approaches to increase the interest of youth in their culture, strengthen ties between generations. If the work of cultural institutions meets the needs of our youth, then the state pursues the right policy. If this is not - sad. We must recall the famous words of Pushkin: "People are always unhappy with the present and, from experience with little hope for the future, adorn the irreversible by the colors of their imagination." Which person is cultural for you, but which one is not?

A moral bar - when a person cannot do bad to another person, make him suffer when there is a moral rejection of all vile and low. This is a biblical commandment: treat people the way you want to treat you. And, in my opinion, a person with internal culture is a person with innate intelligence. Maybe a worker who does not know the art of revival is not an expert on the prose and poetry of the Golden and Silver Ages, but he is an intellectual by nature.

Delicacy is a prerequisite for internal culture. Since childhood, I like to read and, with all the workload, I try to devote an hour a day to reading a good book - this is a wonderful vacation and contact with smart thought and word. When I go on vacation, I reread the books that sunk into the soul. Both new and old, time -tested. I read slowly and shake every phrase.

And I enjoy the syllable, images, theme. The wife graduated from the conservatory and teaches piano at the Institute of Arts and Culture, candidate of pedagogical sciences. Currently leads the center of youth initiatives. I am proud that he was elected a member of the Public Chamber of Russia. I like that they do their favorite business and work in such an amazing area as culture.

And most importantly my wealth is one granddaughter and two grandchildren. I have a wonderful family: wife, children and grandchildren. The Great Tolstoy said that the one who is happy at home is happy. And I have a favorite job that I dedicated to half my life. Therefore, I can say with joy: I am a happy person!
